What is CDBG?

Each year the County receives funding from the U.S. Department of Housing and Urban Development's Community Development Block Grant program, which are intended to serve low and moderate income households. The Office of Community Development uses this funding to provide grants to local municipalities to fund public facility improvements, such as parks, roads, sidewalks, and community centers. The Office of Community Development also funds nonprofit organizations who provide services to low and moderate income individuals and families, or individuals and families that qualify as a special population as defined by HUD.

Celebrating 51 Years of CDBG

This year marks 51 years since the inception of the Community Development Block Grant. The Office of Community Development has utilized this funding to serve the residents of Rockland County through grants to municipalities and nonprofit organizations. How Can My Organization Apply?

The Office of Community Development is pleased to announce that applications for FY2026 CDBG funding are now available. While the County has not yet been informed of its FY2026 CDBG allocation from HUD, it is expected to be in line with last year's allocation which was approximately $2.6 million. The link to the application portal is https://portal.neighborlysoftware.com/ROCKLANDCOUNTYNY/Participant. Applications can be submitted from March 2, 2026 until 11:59 pm on March 31, 2026. If you are a municipality, please check the below list to ensure that you are eligible to apply. 

Eligible Towns and Villages

The County receives its HUD funding through a voluntary consortium consisting of participating communities within the County. Communities who do not belong to the Consortium are not eligible to apply for CDBG funding through Rockland County. The Consortium consists of the following communities:

  • Stony Point

Villages:

  • Airmont
  • Chestnut Ridge
  • Grandview on Hudson
  • Haverstraw
  • Hillburn
  • Kaser
  • Montebello
  • New Hempstead
  • Nyack
  • Piermont
  • Pomona
  • Sloatsburg
  • Spring Valley
  • Suffern
  • Wesley Hills
  • West Haverstraw
